Medicaid, a medical assistance program created to provide health care services to low income families, the aged, blind, and/or disabled, is a federal-state partnership which provides matching grants to states that administer the program. Each state determines the design of its program, including the eligibility categories, covered benefits and payment levels, which can lead to significant differences from state to state.
