David Weil provides a wide array of legal services to Quorum Health Resources (“QHR”), the largest hospital management company and one of the top hospital consulting companies in the nation, and its affiliates, including Quorum Purchasing Advantage (“QPA”), a group purchasing organization (“GPO”), QHR Intensive Resources (“QIR”), focused on turn around operations and special projects, Quorum Learning Institute (“QLI”), focused on health care professional education, and American Health Facility Development (“AHFD”), focused on hospital construction project management.
Prior to his service to QHR, he provided legal services to affiliates of Community Health Systems (“CHS”), the largest publicly traded owner and operator of hospitals by number of facilities in the nation, as Vice President and Associate General Counsel assigned to Divisions I, II and IV. He has been employed by CHS since 2009.
Weil has 20 years of experience practicing as a health care attorney. Prior to joining CHS in 2009, he served as Vice President and Chief Legal Officer – East Florida Division, at Hospital Corporation of America (“HCA”), the largest publicly traded owner and operator of hospitals in the nation, where he worked for 12 years. Prior to that, he was employed in the Hospital and Health Law Department at Buckingham, Doolittle & Burroughs in Akron, Ohio for almost 4 years.
Weil earned his JD and MBA in Management at The University of Akron and his Bachelor of Science degree in Integrated Life Sciences from Kent State University. He is licensed to practice law in Tennessee and Ohio. He has proposed, moderated and participated on panels for advanced teleconferences sponsored by the American Health Lawyers Association (“AHLA”). He has also chaired the Health Care Law Section of the American Bar Association (“ABA”) Young Lawyers Division. He served as Vice Chair – Educational Programs, and now serves as Chair of the Public Health Systems Affinity Group under the Hospitals and Health Systems Practice Group of the AHLA. In that role, he has served as a liaison of the AHLA in its collaboration with the Centers for Disease Control and Prevention (“CDC”) Public Health Law Program (“PHLP”) to sponsor webinars on a myriad of topics including Ebola, health system transformation and public health and medical ethics. While in private practice, Weil served as a member of the faculty of Medical Management Development Associates (“MMDA”) based in San Diego, California, presenting to hospital management in cities throughout the nation.
