AHLA's Healthcare Reform Educational Task Force is pleased to continue its bi-weekly call-in series on the Congressional effort to reform the American healthcare system. The series offers brief updates and the opportunity for Q&A with knowledgeable speakers.
The latest developments indicate that in order for healthcare reform to move forward, Congress may need to use a procedure called budget reconciliation in order for House members to feel assured that their desired changes to the Senate bill become law. Robert Dove, Parliamentarian Emeritus of the U.S. Senate, will provide AHLA members with helpful background by discussing the reconciliation process, its history, the considerations of the parliamentarian in analyzing "germaneness" issues, and the Byrd rule. He will not make any predictions, however, about how the current Parliamentarian, Alan Frumin, will rule on germaneness issues presented by current healthcare reform legislation. AHLA's Executive Vice President and CEO, Peter Leibold, will moderate this important discussion.
