This presentation will address the following topics:
  • What is the typical process that CMS goes through when it begins the rulemaking process?
  • How are other components of HHS involved?
  • What other components of HHS involved? Who plays a major role?
  • Do all regulations go through the same process or are some regulations treated differently?
  • What role does the Office of Management and Budget play?
  • Are other agencies of the Executive Branch involved?
  • How intimately is the White House involved in the rulemaking process?
  • Case studies: the annual inpatient prospective payment system rule and the initial part D regulation.
