As the passage of health reform celebrates its 1/2 year birthday, supporters emphasize its advantages while detractors prepare legal arguments to strip out its central elements. Politicians run towards and away from it, depending on its support in their district. Meanwhile, regulators move to implement those provisions that have the earliest effective dates, like expansions in coverage for dependents, legal waivers necessary to implement Accountable Care Organizations, and waivers of limits on "essential benefits" for insureds. While its exact future and shape may be in doubt, there is no dispute that health lawyers must continually monitor and learn the regulations that will ultimately reshape the health system. AHLA will work extremely hard to be your primary educational resource on the Patient Protection and Affordable Care Act (PPACA).
Our newest resource will be an in-person health reform program in Chicago on December 6 and 7. This program will provide a cross-cutting approach to understanding PPACA's impact. First, the program will explore significant legal and policy issues addressed in the legislation - additional fraud enforcement authority; significant changes to the payment system; efforts to increase the health system's efficiency effectiveness and quality; and delivery system reform, to name only a few. Second, the program will examine the significant impact of health reform on different health care sectors, like hospitals, physicians, insurers, life science entities and entities along the healthcare continuum. This effort to look at new legal authorities and their likely impact will make the program unique and important.
The planning committee members, co-chaired by Beth Schermer and Glen Reed, have worked diligently to create a curriculum that will provide you an excellent return for the time and resources invested. You will not want to miss the very important educational opportunity.
The program also includes a lunch at which the constitutionality of the individual mandate and the additional requirements on States will be addressed and debated. On Monday, Andrew Koppelman from the John Paul Stevens Professor of Law and Professor of Political Science at Northwestern University and Peter Urbanowicz, former Deputy General Counsel for HHS, will analyze the arguments for and against the constitutionality of the legislation. This luncheon is open to all faculty and registants.
On Tuesday, the Healthcare Reform Task Force will sponsor what promises to be a fascinating lunch on the impact of the November election on healthcare reform. Mark Hayes, former Republican Chief Health Policy Counsel for the Senate Finance Committee, and Chris Jennings, one of President Clinton's top health policy advisors, will address the burning question following the election results: What's Next for Healthcare Reform? Please note there is an additional charge for this lunch, pre-registration is required, and space is limited.
CLE/MCLE: This program will be worth approximately 13.25 credits for 60-minute states and approximately 15.9 credits for 50-minute states. Participants will be given CLE Request forms at the program. Forms must be completed and returned to AHLA staff to receive credit. The sessions, unless otherwise designated, are intermediate to advanced in level. There are no prerequisites required to register for this program.
CPE: This seminar will be worth approximately 15.0 CPE credits. AHLA is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. Those seeking accounting credits should be familiar with the basic concepts of law and terminology associated with this area in order to obtain the full educational benefit of this program.
