Paul is a member of the Life Sciences Health Industry Group, practicing in the area of health care regulatory law. Paul’s practice focuses on advising health care providers and suppliers on fraud and abuse laws, reimbursement and coverage issues and participation in Medicare and Medicaid.

Paul's practice includes analyzing complex arrangements for compliance with various state and federal abuse laws. He has extensive experience with Medicare participation issues, including rules governing highly regulated providers such as long-term acute care hospitals, inpatient rehabilitation facilities and independent diagnostic testing facilities. Paul assists hospitals and physicians with joint ventures, physician recruitment, practice acquisitions, employment arrangements, and exclusive provider agreements. Paul regularly negotiates and drafts agreements for newly formed and restructured providers, including operating and management agreements, private offering documents and asses purchase agreements. He also advised non-profit hospitals and clinics on tax exemption issues raised in joint ventures with for-profit partners.
