Tracy Miller has extensive experience advising health care clients on legal and regulatory matters, including corporate governance, compliance, conflicts of interest, human subjects research, quality and patient safety, medical staff bylaws, and legal issues posed by medical advances. Tracy has represented health care systems, hospitals, nursing homes, and life science companies in connection with individual matters, policy development, and compliance reviews.

Prior to joining Cadwalader, Tracy served as Executive Director of the Center for Health & Pharmaceutical Law & Policy at Seton Hall University Law School, where she focused on conflicts of interest in the relationship between industry and health care providers, including the Sunshine Act, the Anti-Kickback Statute, and conflicts of interest in research.  From 2002-2007, Tracy served as General Counsel and Senior Vice President of the Catholic HealthCare System in New York City where she directed legal services for the Health System, its three hospitals, and seven nursing homes.

Tracy is currently Vice Chair of the Conflicts of Interest and Transparency Group of the Teaching Hospitals and Academic Medical Centers Practice Group of the American Health Lawyers Association.  She is Past Chairperson of the 1,200-member Health Law Section of the New York State Bar Association and a member of the Health Law Section Executive Committee.  Tracy has written and spoken extensively on health care law, policy, and ethics.  She graduated with honors from Harvard Law School and Brown University.
