David E. Matyas is a Member of the Firm in the Health Care and Life Sciences Practice in the firm's Washington, DC office. He practices in the firm's Health Care Fraud Practice Group, which focuses on federal and state fraud issues such as anti-kickback, self-referral, false claims and regulatory compliance. Mr. Matyas also practices in the firm's Third-Party Payment Practice Group, which concentrates on legal and regulatory matters arising under Medicare, Medicaid, and other third-party payment programs. Mr. Matyas represents an array of health care providers including hospitals and health systems, pharmaceutical and medical device manufacturers, academic medical centers, retail and specialty pharmacies, ambulatory surgery centers, home health agencies, and physician organizations. He also advises investors and other financial institutions that invest in or support the health care industry.
Mr. Matyas:

Represents and defends health care entities in connection with government audits and investigations

Helps clients develop, implement and evaluate health care corporate compliance programs

Counsels clients in planning and structuring transactions and business arrangements to minimize fraud and abuse and understand reimbursement implications in matters related to health care transactions

Advises clients on legal and regulatory matters in connection with investment documents, offering memoranda, filings with the SEC and other transactional documents

Participates in administrative rulemaking processes.
From 2005-2008, Mr. Matyas had been appointed by the Secretary of the Department of Health & Human Services to the Advisory Committee on Blood Safety & Availability, which provides advice on broad public health, ethical and legal issues related to the nation's supply of blood and blood products. From 2002 - 2008, Mr. Matyas served as a member of the Board of Directors for the American Health Lawyers Association, and he continues to chair the association's Fundamentals of Health Law Program.
Mr. Matyas was selected by the editors of Nightingale's Healthcare News as one of the "Outstanding Fraud and Compliance Lawyers" of 2005. Mr. Matyas is also listed in the Health Care Law Section of Chambers USA Guide and Washington DC Super Lawyers.
Mr. Matyas has served as an Adjunct Professor of Law at American University's Washington School of Law. He is a frequent speaker and author on the subjects of health care fraud, corporate compliance programs, the Stark Law, mergers and acquisitions in the health care industry, and other health-related topics. Mr. Matyas is the co-author of the book entitled Legal Issues in Health Care Fraud and Abuse: Navigating the Uncertainties, of which the 3rd edition was published in 2006.
