Thomas J. Kapusta, J.D., LL.M., is currently Chief Legal Officer for The Evangelical Lutheran Good Samaritan Society heading the Office of Legal, Audit and Compliance Services as Vice President for the country’s largest non-profit long term care organization. In his role, he provides strategic leadership for necessary organizational legal and compliance services, coordinates and manages legal and compliance activity and supervises staff and outside counsel. He also provides specialized legal advice in the area of health care law and regulation. He further serves as the organization’s enterprise risk management officer. He is a member of the Executive Management Council team and a board member of Good Samaritan Society Insurance, Ltd.
Attorney Kapusta received his Bachelor of Arts degree from University of Wisconsin-Madison in English and Philosophy, his Juris Doctorate degree from Marquette University School of Law, a Certificate in Health Law and Policy from Pace University School of Law, and a Masters of Law in Health Law from Loyola University Chicago School of Law. He has also received a Certificate in Management from Marquette University and a Certificate of Achievement in Environmental Law and Policy from the George Washington University National Law Center. Additionally, he has been trained in total quality management (TQM) and continuous process improvement techniques. During his legal career, he has been actively engaged as in-house corporate counsel in a variety of areas, including commercial, transactional, litigation management, and international matters. He is admitted to practice in the States of Connecticut, Illinois, South Dakota and Wisconsin.
Throughout the majority of his career, Attorney Kapusta has served primarily as an in-house corporate attorney counseling in many different areas of the law. This included corporate governance issues, federal contracting and government compliance, development of corporate legal policies and procedures, health care matters and advising senior management on a host of business law matters.
