Horn is a Founding Fellow, past president, vice president and member of the board of directors of the American College of Bond Counsel. She has been a member of the board of directors of the National Association of Bond Lawyers since 2007. She is a frequent speaker on topics of health care, municipal finance and federal tax law in a variety of settings, including National Association of Bond Lawyers, National Association of College and University Business Officers, and American Public Power Association.
Horn was born in Beech Grove, Ind. She received her Bachelor of Arts from Indiana University, Bloomington, in 1971 and her Master of Science in mathematics from Purdue University in 1975. She graduated, summa cum laude, from Indiana University School of Law in 1981.
Horn joined Ice Miller in 1981. She is admitted to practice in the state of Indiana.
