Jennifer Hilliard has served as Public Policy Attorney for LeadingAge (formerly the American Association of Homes and Services for the Aging (AAHSA)) since June, 2000. In her capacity as public policy attorney, she researches, analyzes and provides guidance to LeadingAge members about legal issues affecting the provision of senior housing and aging services generally. She also coordinates the efforts of LeadingAge’s 35-member legal committee and serves as a Vice Chair of the Long Term Care–Senior Housing, In-Home Care, and Rehabilitation (LTC-SIR) Practice Group of the American Health Lawyers Association (AHLA).
Prior to joining LeadingAge, Ms. Hilliard practiced commercial real estate law in the Boston, MA, Hartford, CT, and Washington, DC ,offices of Bingham McCutchen LLP. She practiced real estate law with Posternak Blankstein & Lund LLP in Boston, MA. She also served as in-house counsel to Erickson Retirement Communities, a Baltimore-based developer and operator of large-scale continuing care retirement communities, where she was primarily responsible for regulatory permitting of facilities in Maryland, Michigan, New Jersey, and Virginia.
Ms. Hilliard received her BA, magna cum laude, in English from the University of New Hampshire in 1984. She obtained her JD, cum laude, from Villanova University School of Law in 1988, where she also served as Research/Projects Editor of The Villanova Law Review. Ms. Hilliard also received a Master of Management in Hospitality (MMH) from Cornell University in 1996.
Ms. Hilliard is the author of The Nursing Home Quality Initiative: Shift in Policy, Shift in Paradigm, 26 J. Legal Med. 41 (2005), and Note, The Substantive Admissibility of a Non-Party Witness’ Prior Inconsistent Statements: Pennsylvania Adopts the Majority View, 32 Vill. L. Rev. 472 (1987), and is a frequent speaker on a variety of topics related to the aging services field.
