Christina M. Heide is a Senior Health Information Privacy Policy Specialist in the Office for Civil Rights (OCR) at the U.S. Department of Health and Human Services (HHS). OCR is responsible for administering and enforcing the Privacy and Security Rules issued pursuant to the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Ms. Heide has worked on the HIPAA Privacy Rule program for HHS since August 1999 and serves as the senior advisor for policy matters. In this capacity, she is the lead staff person for the modifications to the Privacy Rule required by the Genetic Information Nondiscrimination Act of 2008 (GINA), as well as the modifications to the Privacy and Security Rules required by the Health Information Technology for Economic and Clinical Health (HITECH) Act (part of the American Recovery and Reinvestment Act of 2009). In addition, Ms. Heide was involved in the development of regulations to implement the confidentiality provisions of the Patient Safety and Quality Improvement Act of 2005. Ms. Heide received her B.S. from Georgetown University and her J.D. from the Catholic University of America Columbus School of Law.
