Carl Florez is the President of CES LLC, a professional firm which provides analytical and investigative services to corporations, law firms and the U.S. Government. CES currently provides investigative services for the South Medic and ZPIC 4 (Texas) as part of CMS’s Medicare Program Integrity operations.
Mr. Florez retired from the Federal Bureau of Investigation as the Assistant Special Agent in Charge of the Seattle FBI Division in 2002. While in the FBI, Mr. Florez conducted healthcare investigations throughout his 20 year career and later oversaw the FBI healthcare investigative program in Seattle.
Since retiring from the FBI, Mr. Florez has served as Benefit Integrity Manager for the Western Integrity Center Medicare PSC which focuses on Part A and Part B fraud, waste and abuse; served as the Benefit Integrity Manager for the South MEDIC which focuses on Part C and D fraud, waste and abuse issues; and served as the interim Benefit Integrity Manager for the Texas ZPIC which focuses on Part A, B, DME and Home Health fraud, waste and abuse. Mr. Florez currently serves as a subject matter expert for the South MEDIC
Mr. Florez holds an AA in Law Enforcement, a BS in Sociology from Old Dominion University and a MS in Criminal Justice from Michigan State University. He completed all the requirements for a PhD except dissertation defense at Florida International University. He currently resides in St. Augustine, Florida.
