Dr. Dove is Parliamentarian Emeritus of the U.S. Senate, where he had responsiblity for advising the President of the Senate, as well as Senators and staff on all questions of procedure in the Senate.  He currently teaches seminars on all aspects of procedure in the Senate and the House of Representatives, as well as their interaction with the other branches of government, at George Washington University, George Mason University, and Georgetown University Law Center.  He also counsels members of Patton Boggs LLP on all aspects of procedure in the Senate and the House of Representatives.  

Dr. Dove received his Bachelor of Arts degree from The Ohio State University, Masters of Arts and Doctor of Philosophy degrees in Political Science from Duke University, and his Juris Doctor degree from Georgetown University Law Center.
