Kirk L. Dobbins is Counsel in the FDA & Life Sciences Practice Group of King & Spalding.  He advises a wide range of manufacturer, academic medical center and national pharmacy chain clients on healthcare regulatory issues, including Medicare and Medicaid coverage and reimbursement, clinical trial billing, clinical trial strategy and compliance, and regulatory compliance including implications of federal and state False Claims Acts, anti-kickback and Stark laws.  Mr. Dobbins has published articles in national publications and he speaks frequently at conferences on healthcare topics. He participates on several advisory boards and currently holds national leadership positions. 

Prior to joining King & Spalding, from 1998-2005, Mr. Dobbins was an attorney in the U.S. Department of Health and Human Services, Office of General Counsel, where he counseled the Centers for Medicare & Medicaid Services on a wide variety of Medicare and Medicaid issues.  He also worked with the Department of Justice and HHS Office of Inspector General on several major government investigations.  He received awards and commendation for his work from the Office of General Counsel and Department of Justice.  Mr. Dobbins was also appointed as Special Assistant United States Attorney for the District of Maryland in the Civil Division.  Mr. Dobbins earned his J.D. from the University of Houston Law Center, B.S. in biochemistry from the University of Dallas in addition to postgraduate study in medicine and public health at the University of Texas.
