Thomas W. Coons is a principal with OBER|KALER in Baltimore, Maryland. Mr. Coons concentrates on healthcare issues involving Medicare payment, coverage, and compliance. He has extensive experience in these areas as applied to academic medical centers, community hospitals, skilled nursing facilities, physicians, home health agencies, laboratories, independent diagnostic testing facilities, dialysis facilities and other health care providers. Mr. Coons counsels clients in these matters and regularly litigates on their behalf.

From 1980-1998, Tom served as Senior Attorney in the Office of the General Counsel, Health Care Financing Division (later renamed the CMS Division), Department of Health and Human Services, handling major controversies involving reimbursement and coverage under the Medicare program. Prior to that, Tom spent several years in private practice, where he focused on civil and white collar criminal litigation, including the representation of a Watergate figure.

Tom is a member of the Board of Directors of the American Health Lawyers Association (AHLA) and is the past chair of AHLA's Medicare and Medicare Payment Institute. Tom is also a member of the reimbursement advisory board of Commerce Clearing House.

Mr. Coons received his Juris Doctorate from the Georgetown University Law Center where he served as the editor of the Journal of Law and Policy in International Business.
