James A. Cobb, Jr., is a 1978 graduate of Tulane University Law School. He is the managing partner in the New Orleans firm of Emmett Cobb Waits & Henning LLP. He specializes in litigation in state and federal courts throughout the states of Louisiana, Texas, and Florida. His healthcare practice has concentrated in the representation of hospitals, doctor groups, nursing home, and other healthcare providers. He is a Member of the Bar of the States of Louisiana, Texas, and Florida. Most notable among his representations was his involvement in the 1985 case regarding nursing home approvals and the moratori¬um imposed by then Governor Edwin Edwards. Mr. Cobb represented Lafayette General Hospital and Rapides General Hospital in their successful challenge to the Governor's approval of certain facilities in those areas.

In addition to his law practice, Mr. Cobb has served as an adjunct professor of law at Tulane University Law School for the past twenty-six years. He is the Director of the Tulane University Trial Advocacy Program and has also taught trial tactics and trial advocacy at Southern Methodist University, San Diego State University, and other universities associated with the National Institute of Trial Advocacy. Mr. Cobb has also served as guest lecturer on substantive healthcare law both in Tulane's School of Public Health (Hospital Management) and the Tulane Law School. He is the winning lead counsel in the case of State of Louisiana vs. Sal & Mable Mangano and St. Rita’s Nursing Home in connection with the tragic loss of life there after Hurricane Katrina.
