Laura Carpenter is the founder of the Carpenter Law Firm, PLLC. Ms.
Carpenter has extensive expertise advising pharmacies, prescription
drug wholesalers, group purchasing organizations, pharmacy benefits
managers and pharmacists on matters involving FDA, DEA, and state law
regulatory issues. She also represents clients in business matters
involving the Stark anti-referral laws, federal anti-kickback laws,
fraud and abuse laws, fee-splitting and the corporate practice of
medicine laws. In addition to being an attorney, Ms. Carpenter is also
a registered pharmacist. Her combined legal and pharmaceutical
expertise enables her to advise clients on complying with the myriad of
laws governing health care while at the same time adapting their
business practices in a practicable, workable way to remain in
compliance. Ms. Carpenter has spoken before regional and national
groups on topics ranging from pharmacy law to electronic health records.
She is the co-author of Pharmacists’ Duty to Warn: Suggesting a Balance
between No Duty and an Undoable Duty and has published articles on
internet prescribing, electronic prescribing and related topics. Ms.
Carpenter is a Board member of the American Society for Pharmacy Law and
the Arizona Association of Healthcare Lawyers. In addition, she is a
member of the American Bar Association (Health Law Section), American
Health Lawyer Association, Arizona State Bar Association, American
Pharmacists Association, and Arizona Pharmacy Alliance (Legislative
Committee). She received both her B.S. in Pharmacy (1988, cum laude)
and J.D. (1997, with honors) from The Ohio State University where she
was recipient of the Dean’s Award for Pharmacy Administration and a
member of Rho Chi Pharmacy Honor Society. As a third generation
pharmacist, Ms. Carpenter is dedicated to helping the public understand
the benefits of the pharmacy profession.
