Ann Spenard is a contributing author to the Minimum Data Set (MDS) 3.0 instruction manual and serves on the team with RTI to write the MDS 3.0 manual and to continue to update this manual. Ann has served as an instructor for all the national training and education programs designed specifically for the Centers for Medicare and Medicaid Services’ (CMS) staff, state survey and regional office Resident Assessment Instrument (RAI) coordinators, state agencies and national associations and organizations impacted by the use of the RAI/MDS.
Ann was the Senior Clinician on the national data analysis and validation study of MDS 2.0, called DAVE2 and served on the MDS 2.0 technical support team again with Abt Associates. The MDS 2.0 support team fielded questions and provided expert commentary on all questions related to MDS 2.0 in coordination with CMS. The team provided further guidance to MDS users by creating coding tip sheets and updating the MDS 2.0 manual quarterly.
Ann has been a registered nurse for 27 years, specializing in long term care for over 21 years. She has worked as a director of nursing, MDS coordinator and has been a surveyor for both hospitals and long term care for the Joint Commission. Ann is the former owner and president of Healthcare Consultation and Education Resources, a consulting firm for long term care facilities. She currently is a director at Qualidigm, a national consulting and research firm and Connecticut’s quality improvement organization.
Ann holds a BSN from Western Connecticut State University, a MSN from Sacred Heart University and a post master’s certificate in nursing administration from Villanova University. Ann’s other certifications include: certification in gerontological nursing, wound care and she is certified as a resident assessment coordinator for the MDS.
