Benefits is is a part of AHLA's Public Information Series
through which AHLA shares its expertise on topics of interest to
healthcare attorneys and the broader healthcare community, including
healthcare professionals, healthcare executives, public health agencies,
pro bono attorneys, and consumer groups. The Guide was produced
as a part of Health Lawyers' public interest commitment to serve as a
public resource on selected healthcare issues.

The Guide, formatted in a question and answer format,
provides basic information about benefits, eligibility, and coverage.
Because of the complexity of the Social Security Act and its healthcare
programs, including Medicare and Medicaid, many Americans do not
understand the basic structure of the Medicaid program or the
fundamental differences between the programs; the Guide is
intended help the public understand these issues more clearly.
Furthermore, many of the beneficiaries of these programs, like Medicare
and Medicaid are elderly, poor, or may lack the resources and assistance
necessary to effectively navigate these programs. Even where assistance
is available from state Medicaid programs, legal aid attorneys or
personnel, potential beneficiaries may have no idea of where to turn for
help in understanding their rights and benefits.
Legal citations furnished in footnotes will enable attorneys to
conduct additional research if needed. The Q & A are the heart of
the publication and although many questions about Medicaid are
invariably state-specific, AHLA has endeavored to furnish general
information with pertinent details. The Guide also includes an
easy-to-read one-page Fact Sheet that provides web addresses and phone
numbers for all state Medicaid agencies; translations of the fact sheet
in both Spanish and traditional Chinese; and a glossary of relevant
terms related to the Medicaid program.
Joel Hamme, AHLA President-Elect expressed the importance of the
Guide by saying, “AHLA hopes that this publication will become an
indispensable resource not only to its members but also to Medicaid
consumers and others who work and provide assistance in this
area.”
