David Cade is currently the acting General Counsel of the U.S. Department of Health and Human Services in Washington, D.C. From 1999 to early 2009, he served as the Deputy General Counsel of HHS. He is the highest ranking career official in the Office of General Counsel and he supervises all regional legal activity as well as personnel matters, budget formulation and budget execution for the Office.
David has a bachelor’s degree from the College of William and Mary and a J.D. from the University of Maryland School of Law. Prior to his service as Deputy General Counsel, David was Director of the Family & Children’s Health Programs Group in the Health Care Financing Administration and a member of the Office of General Counsel’s Health Care Financing Division.
