Biography 

David S. Cade
Deputy General Counsel

David S. Cade is the Deputy General Counsel of the U.S. Department of Health and Human Services in Washington, DC, where he has served since 1999. He is the highest ranking career official in the Office of General Counsel and he supervises all regional legal activity as well as personnel matters, budget formulation and budget execution for the Office.

David has a bachelor’s degree from the College of William and Mary and a J.D. from the University of Maryland School of Law. Prior to his service as Deputy General Counsel, David was Director of the Family & Children’s Health Programs Group in the Health Care Financing Administration and a member of the Office of General Counsel’s Health Care Financing Division.

He serves as the chair of AHLA's Council on Diversity (2009-2011), and has been a member of the Diversity Council since 2006.
